To the Rav, scholar of the Torah*, pleasant Chassid* who fears Hashem

and devotes himself to communal needs, Rav S. Y. (note 1: Rav Shlomo Yosef Zevin. See, regarding him, letter no. 7931),

I greet you and bless you,

I enclose a copy of the letter I am addressing to Mr. Shazar (note 2: This refers to letter no. 7960). Its content requires no additional clarification and I await your opinion on the matter. It seems that this is the only solution, in the current context. Indeed, the entire domain of education could become governmental, which Heaven forbid. Those who will remain outside will then receive only half the subsidy and it will fall upon the parties that do not renounce their educational system to collect the other half (note 3: Such is the origin of the Chinuch Atzmai*, the "independent educational network" of the Orthodox, in the Holy Land). One can then fear that certain parties will not raise the necessary funds. It is even virtually certain that this will be the case. As a result, many children will no longer receive their education.

According to the information I have obtained these days, many observant Jews have, it seems, already accepted this idea, without fighting and without even objecting. Granted, our Sages say: "Do not judge your fellow until you have been in his place." I am not in the Holy Land and I therefore do not pass judgment, in this matter, I do not condemn this lack of intervention. However, in the expression of my father-in-law, the Rebbe: "this applies to the angel Michael, but, concretely, nothing has been done." That is why I have written to Shazar, as I was telling you. I maintain, however, that one must demand, with firmness, from all the parties, from the Agudah* to the Poalei HaMizrachi*, that they protest vigorously, if they do not accept this "sacrifice." And, what a misfortune to have to employ the term sacrifice in this regard!

I thank you for letting me know, as quickly as possible, your opinion on all of this. And, no doubt you will do what is incumbent upon you, in this matter. I thank you for informing me. Furthermore, I received joyful news, before Shabbos*, although I am not yet entirely certain of its accuracy. It seems, indeed, that governmental education should be implemented in 5715 and not in 5714 (note 4: In 1955 and not in 1954, which leaves a year to carry out action in this matter).

I have duly received your letter informing me that you have moved into a new home. I obtained this information before going near the tomb of my father-in-law, the Rebbe, and, in accordance with your request, I mentioned your name there, so that by changing your place, you also change your Mazal*, for the good both material and spiritual. Indeed, freedom is genuine when these two dimensions are conjoined, that is to say when peace reigns in the earthly sanctuary and, thanks to this, also in the celestial sanctuary, as explained in the Likkutei Torah*, in Parshas* Mattos*. Then, blessing and success are revealed, whose receptacle is peace. No doubt you will give me news of Mr. Tziyoni and his wife. With my blessing for a kosher and joyous Pesach* holiday, in good physical and moral health,

מוסג"פ העתק מכתבי למר שז"ר שי', ותכנו אינו דורש ביאור נוסף. ולחוות דעת כת"ר בכל זה - אחכה. וכפי ההשערה, הנה זהו המוצא היחידי בהמצב עתה, שעלול ח"ו שהחינוך כולו יעבור לידי הממשלה, ואותו שישאר מבחוץ יקבל רק חצי התקציב והחצי השני צריך יהי' להאסף על ידי כל מפלגה ומפלגה אשר לא תוותר על חינוכה, אשר אז מקום לחשש, וקרוב לודאי, שלא יהי' ביד המפלגות להספיק התקציב, ובמילא יבוטלו כמה מתשב"ר מחינוכם וכו' וכו'.

... כפי הידיעות שקבלתי ימים אלו, הנה כמה מהיראים, כנראה, כבר השלימו עם הרעיון - מבלי כל מלחמה, ואפי', כנראה, מבלי כל השתדלות. על פי מרז"ל אל תדין את חברך עד כו' וכיון שנמצא אני בחוץ לארץ - הנה אינני דן בגוף הדבר אם יש להאשימם על העדר ההשתדלות אם לא, אבל, וכפי פתגם כ"ק מו"ח אדמו"ר - דאס איז א זאך פאר מלאך מיכאל, אבער דער ענין טוט זיך דאך ניט אפ. ולכן כתבתי לשז"ר שי' כנ"ל. ודעתי חזקה, ש"מסירות נפש" זו יש לתבוע בתוקף מכל המפלגות - התחל באגודה וסיים בפועל המזרחי, ולעשות רעש אם לא יסכימו על מסירות נפש כזו, ואבוי ואבוי שגם לזה מס"נ יקרא.

ות"ח לכת"ר אם יודיעני בהקדם חוות דעתו על כל הנ"ל. ובודאי מה שיש בידו לעשות בכיוון זה יעשה. ות"ח על ההודעה.

ידיעה משמחת קבלתי לפני השבת, אף שעדיין איני יודע אם נכונה היא לגמרי, שבכל אופן מדברים ע"ד חינוך ממשלתי בפועל לא בתשי"ד, אלא בתשט"ו.

קבלתי מכתבו עם הידיעה שמשנה דירתו למקום חדש, ונתקבל קודם נסעי על ציון כ"ק מו"ח אדמו"ר וכבקשתו הזכרתיו על הציון, שיהי' משנה מקום משנה מזל לטובה בגשמיות וברוחניות גם יחד, אשר חירות אמתית היא כששניהם הולכים יחדו, שלום בפמליא של מטה, שעי"ז נעשה ג"כ שלום בפמליא של מעלה (יעוין לקו"ת ס"פ מטות), ונמשך ברכה והצלחה כיון שהכלי - שלום.
