To the distinguished Chassid* who fears Hashem, Rav Yitzchak (note 1: Rav I. Gansburg. See, regarding him, letter no. 8042),

I greet you and bless you,

I respond to your letter of 6 Tammuz*. I am surprised by the Chassidim*. I have asked them, on numerous occasions, not to be "Chassidim of misfortune" (note 2: Writing to the Rebbe only in times of distress. See, on this subject, letter no. 6545), according to the expression of my father-in-law, the Rebbe, whose merit will protect us. Indeed, when one is confronted with misfortune, which may Hashem forbid, one writes, and if this is not the case, one does not. Now, it seems that you yourself have adopted this same attitude. You therefore waited for what happened to your father, to whom Hashem will grant long days and good years. May Hashem grant that such a manner of proceeding thus come to its end, that in the future you announce to me only the good, good news in all domains. You will tell me soon, in particular, that the state of health of your father has improved.

You tell me that you were unable to obtain the help of the relevant administrations for the summer camp. It is clear that this is astonishing and truly frightening. Indeed, in what way are you different from the numerous institutions that receive, each year, an important and substantial subsidy, relative to the budget of this camp? Are you the only exceptions? You tell me that there was fear of organizing it at Kfar Chabad* and, here again, I do not understand the meaning of this fear, especially since there are now free buildings, which was not the case last year. There is, furthermore, an additional advantage. We are currently in the period preceding the elections (note 3: See, on this subject, letter no. 8054). Many administrations therefore wish that one be satisfied with their functioning. But perhaps there is still time to rectify all of this. May Hashem grant that in the future, the steps taken, in all domains, not be carried out at sunset (note 4: At the last hour). With my blessing for giving good news of all of this and may Hashem grant that it be as soon as possible,

במענה על מכתבו מו' תמוז, ולפליאה על אנ"ש שכמה פעמים בקשתי, שלא יהיו ח"ו פון די צער חסידים כלשון כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, שכשיש ח"ו צער כותבים ובא"ל לא. שכנראה גם הוא התחיל לנהוג ככה, וחכה להמאורע עם אביו שליט"א. ויה"ר שבזה תסתיים הנהגתו זו, ומכאן ולהבא יבשר אך טוב ובשו"ט בכל, ומהם ע"ד הטבת מצב בריאות אביו שי' - בקרוב.

במ"ש שלא יכלו לקבל עזרה ממשרדים בהנוגע לקייטנא, מובן שזה מתמיה ומבהיל למאד, כי במה שנשתנו שכו"כ מוסדות מקבלים בכל שנה ושנה עזר חשוב וגדול בערך התקציב דהקייטנא והם יוצאים מכלל זה? ומ"ש שפחדו לסדר בכפר חב"ד - גם זה אינו מובן מהו הפחד, ובפרט שעתה ישנם שם בנינים פנוים מה שלא הי' אשתקד. והרי עוד מעלה נוספת - שעתה הוא הזמן קודם הבחירות שכמה מהמשרדים מעונינים שיהיו שבעי רצון מהנהגתם, ואפשר יש עוד זמן. ויה"ר שעכ"פ מכאן ולהבא לא תהי' ההשתדלות בכל ענין דוקא בין השמשות.
