to communal needs, Rav Yitzchak (note 1: Rav I. Gansburg. See, regarding him, letter no. 8042),

I greet you and bless you,

I respond to your letter of 28 Elul* and to the two that preceded it. I am surprised to have no more news from you, once again. I therefore do not know the continuation of what you usually write to me, in particular regarding the network (note 2: Of the Ohalei Yosef Yitzchak Lubavitch* schools in the Holy Land) and the appointment of teachers. More precisely, it was a question of organizing study days during the festival of Sukkos*. Now, already last summer, one saw what resulted from the lack of organization of these days, as they should have been. Despite this, there is no progress and one still does not prepare. You tell me that in one school, seventeen hours must be added, on the account of the network. Now, I do not understand how this one differs from all the other schools, especially since it was proposed that all the teachers add teaching hours for the benefit of the network (note 3: On a volunteer basis). Nevertheless, if such is the situation, let it be done then, and may Hashem grant success. You tell me that the students who lived in Kfar Saba* dispersed to various places (note 4: After completing their schooling in the network). Now, I have already emphasized many times (note 5: See letter no. 4610) that there must be a Chabad* school in which the network students can continue their studies. I hope that my specific appeal will provide part of the subsidy that will be necessary for this. Without a doubt, several administrations of the Holy Land, may it be restored and rebuilt, support such schools. Everything therefore depends solely on the eagerness of the network administrators for this to be followed by results, and the sooner the better.

You ask me what I meant when I asked to expand the network schools. Must financial amounts be invested in this? In principle, this is not excluded, but given the situation currently prevailing in the Holy Land, may it be restored and rebuilt, this is in no way necessary. The amounts that will be collected must rather be used to improve and perfect the network. And I say that this is not necessary based on your own experience and on what everyone knows. If registrations had been started sufficiently early, in the fitting manner and not in places that have a political commitment, one could have created many other schools within the network. Unfortunately and to our distress, this was started late, as is customary when it concerns a "pot belonging to the partners" (note 7: For which all are collectively responsible and which is therefore filled by no one), some saying to themselves that they could rely on others to discharge their obligation. The action therefore focused essentially on politicized places. They were asked to become active and their rest was disturbed, as politics dictates, which very often is not pure. Immediately, opponents therefore arose on the spot and the consequences were what is known. In several places, the situation is not yet clarified, for the local politicians are still busy.

I do not know if this "moral lesson" comes at the right time, since it seems that you no longer have the possibility of creating a network school in a new location. But perhaps you will be able to do so in the new settlements, on condition of being motivated neither by political competition nor by external incentives. For it is on this condition that everything will be possible, which means that you will obtain the necessary means from the administrations whose role this is. You will therefore only need to organize or, at most, to gather the funds intended to improve and perfect. If you meditate on what happened to the network this summer or last summer, you will discover in yourselves sufficient strength for all of this. במענה על מכתבו מכ"ח אלול ושנים הקודמים לו, ולפלא אשר עוד הפעם נפסקו הידיעות מהם, מהמשך הענינים שכותב אודותם ובפרט בעניני הרשת, קביעות המורים וכו'. ובפרטי פרטיות - שהרי מזכירים ע"ד סידור ימי העיון במשך חג הסוכות, וכבר נראה בקיץ העבר התוצאות מהעדר הכנה מתאימה לימי העיון, ובכל זה אין התקדמות והכנות לזה.

מ"ש אשר בבית ספר אחד צריך להוסיף 17 שעות ע"ח הרשת- ולכאורה אינו מובן מה נשתנה בית ספר זה משאר בתי הספר, ובפרט לאחרי ההצעה שכל אחד מהמורים יוסיף שעות לימוד לטובת הרשת, הנה אחרי כל זה אם המצב הוא כנ"ל - יעשו זה- ויה"ר שיהי' בהצלחה.

מ"ש אשר הילדים שגרו בכפר סבא התפנו למקומות שונים, הנה כבר כ"פ העירותי, אשר מוכרח שיהי' מוסד חינוך חבד"י שישמש המשך לתלמידי בתי הספר דהרשת.

ותקותי שע"י מגבית מיוחדת שלי יהי' חלק התקציב הדרוש לזה. ובודאי כמה משרדים ישנם באה"ק ת"ו התומכים בבתי ספר כאלה, ואין הדבר תלוי אלא במרץ של עסקני הרשת שיבוא הענין לידי פועל, ויפה שעה אחת קודם.

בשאלתו מה כוונתי, שצריך להרחיב מוסדות הרשת, ואם יש להשקיע בזה סכומי כסף. הנה אף שבאופן עקרוני אין הדבר מופרך, אבל לפי המצב באה"ק ת"ו עתה - אין נדרשים לזה כלל וכלל, ובמילא האמצעים שאפשר לגייס יש להשתמש בהם לשיפורים ולהשתלמות הרשת. ומה שכותב אני שאין נצרכים לזה, הוא על יסוד נסיונם בעצמם והידוע לכל, שאם היו מתילים הרישום בזמן המתאים ובאופן המתאים ולא באותן המקומות הקשורים בפוליטיקה וכו' - יכולים היו להקים כו"כ בתי ספר במסגרת הרשת.

ולצער ולדאבון התחילו באיחור זמן, כמנהג קדירה דברי שותפי היו כאלה שסמכו שאחרים יוציאום ידי חובתם, ובמילא עיקר הפעולה היתה באותם המקומות שיש פוליטיקה על אתר וזרזו אותם והפריעו את מנוחתם, וכדרך פוליטיקה שברובא דרובא אינה טהורה, הנה תומ"י נתעוררו על אתר גם מנגדים והיו התוצאות מה שהיו, ובאיזה מקומות עדיין לא נתברר המצב כיון שהפולטיקאים על אתר עודם מתרוצצים וכו'.

איני יודע אם "המוסר" בזמנו הוא, כיון שכנראה כבר אין להם אפשריות להקים בי"ס רשת במקום חדש. ואולי גם זה אפשר במקומות של ישובים החדשים, ובלבד שיבחרו בענין לא מפני התחרות של פוליטיקה ולא ע"י זירוז מבחוץ, ואז אפשר שיהי' כל הענינים, היינו שהאמצעים הדרושים יבואו ממשרדים שזהו תפקידם ועליהם יהי' רק לארגן הענינים או לכל היותר לגייס אמצעים לשיפורים ולהשלמות. ואם יתבוננו בדברי ימי הרשת בקיץ זה ובקיץ העבר - ימצאו הוכחות לכל הנ"ל ולמדי.
