To the members of the committee of Kfar Chabad*,

may Hashem grant you long life,

I greet you and bless you,

I have duly received the report of your meeting of 25 MarCheshvan*. In the meantime, you have surely received my letter, which responded to your previous correspondence. It is needless to emphasize to you once again the necessity of pursuing the negotiation you describe, with the greatest eagerness. I am surprised that you do not specify, in your letter, who the candidates are for obtaining the housing in the residential quarter that is going to be built. Indeed, the conditions to set, in particular, depend on this. You also ask me whether the committee must add, for this purpose, a specific percentage. This is, quite obviously, the case, for with time, there may be modifications, some of which would engender additional expenses for the committee, which will not always be able to pass the increase on to the tenants.

It seems to me that in such cases, the custom is to establish a reserve for those who will not fully meet the conditions, as I have already written. It is surprising that you do not seek how others proceed in such cases in other places of the Holy Land, may it be restored and rebuilt. Indeed, residential quarters are being built in various locations and there surely exists an established contract formula, as well as calculations relating to the cost of residential quarters and apartment rents. Why distinguish yourselves when there is no particular reason to do so? Furthermore, a condition that you will be led to set could arouse suspicion, which will not be the case, however, if it is known that such is the custom in the Holy Land, may it be restored and rebuilt. There will then be no mistrust. I await good news on this subject and also, of course, regarding 19 Kislev*, which approaches. Indeed, the time is short, while the work is complex and important.

מאשר הנני קבלת פ"כ, מכ"ה מ"ח, ובטח בינתים נתקבל מכתבי מענה על מכתביהם הקודמים, ובטח למותר לעורר עוה"פ על ההכרח להמשיך בכל המו"מ אודותם כותבים במרץ הכי גדול.

לפלא שאין מזכירים במכתבם מי הם המועמדים לדירות בשיכון העומד להבנות, שהרי בזה תלוי ג"כ אופי התנאים ועוד ועוד.

ובשאלתם אם הועד צריך ג"כ להוסיף איזה אחוז מינימאלי, מובן שצורך בזה. - כיון שבמשך הזמן עלולים להיות שינוים, ואפשר גם כאלה שיוסיפו בהוצאות הועד, ולא תמיד יעלה ביד הועד להוסיף בתביעותיו ממשתכנים.

כן כמדומה נוהגים בכגון דא, לעשות איזה רעזערוו בשביל אלו שלא יקיימו התנאים במילואם, וכמו שכתבתי מכבר בכגון דא.

ולפלא שאין חוקרים הנעשה בכגון דא בשאר המקומות באה"ק ת"ו, שהרי בכו"כ מקומות בונים שיכונים, ובודאי ישנו נוסח חוזה קבוע, וכן חישוב בהנוגע לשיכונים, מחיר הדירות וכו'. ולמה להם להיות יוצא מן הכלל באם אין סיבות מיוחדות לזה. ועוד זאת, שהרי אפשר שאיזה מהתנאים יעורר תרעומות, משא"כ באם ידעו מראש שזהו הנוהג באה"ק ת"ו, אין כל מקום לתרעומות.

אחכה לבשו"ט בהנ"ל, ופשוט שגם בהנוגע לי"ט כסלו הבע"ל, כיון שהזמן קצר והמלאכה מסובכת וגם מרובה.
