By the grace of Hashem,

17 Teves* 5718 (note 1: 1958),

To the members of the committee of Kfar Chabad*,

may Hashem grant you long life,

I greet you and bless you,

I am surprised to observe that the construction of this residential quarter and even the preparations to organize it are particularly lengthy. In such a case, one can say that the longer this duration is prolonged, the more the difficulties and obstacles multiply. Of course, the priority (note 2: In the allocation of housing) in this matter must be given first to the farmers, then to the teachers. Furthermore, it is clear that one who has no housing at the Kfar* takes precedence over one who wishes to exchange his for a better one. Quite obviously, these are merely general principles, for it is impossible, in this matter, to issue absolute rules. There may be exceptions.

As a follow-up to this, I am astonished that, on the one hand, I am written to on various occasions to be told that those who devote themselves to agriculture are very few in number, while, on the other hand, when I advise someone to adopt an agricultural activity, I am told that all the cultivable plots and all the fields have already been allocated, so that there is no more available land. Now, in the plan of the Kfar*, there was enough for dozens of persons to devote themselves to this activity. What has become of them? Awaiting good news of all of this,

לפלא מה שנמשך ענין השיכון ואפילו ההכנות לתיכנון שיכון זה משך זמן רב ביותר. ובענינים כאלו יש מקום לומר, שכל שהענין נמשך יותר, מתרבים גם הקישוים וההעלמות שבזה.

מובן שהדין-קדימה בענין השיכון הם: א) לחקלאים, ב) להעוסקים במלאכת ההוראה. ופשוט שקודם - זה שאין לו דירה כלל בכפר, לזה שרוצה להחליף לדירה טובה יותר.

ומובן שהנ"ל הם הוראות כלליות, ובכגון דא אין קובעים מסמרות, ואפשר להיות יוצא מן הכלל.

בהמשך להאמור, הנה פליאה על שמצד אחד כותבים זה כ"פ ע"ד מספר המועט ביותר של אלו העוסקים בחקלאות, ומצד השני, כשמייעץ אני למי שהוא לעסוק בחקלאות, עונה לי, שכל החלקות החקלאיות כל השדות וכו' נתחלקו מכבר, ואין שטח פנוי. והרי בתכנון הכפר היו שטחים די מספיקים להתעסקות בחקלאות של עשיריות אנשים, ומה נעשה בהם?
