I greet you and bless you,

I respond to your letter of 12 Cheshvan* and I hasten to do so, passing over the waiting line, because of the project you mention, a fundraising appeal intended to introduce a new and supplementary initiative. On this subject, two points must be specified:

A) There is no reason to conduct, in the Holy Land, may it be restored and rebuilt, a fundraising appeal for Chabad* institutions located in other countries, when many Chabad* accomplishments in Eretz Yisrael* have a profound need for funding that they cannot satisfy. No appeal must therefore be made for the Merkaz LeInyonei Chinuch* (note 1: Whose headquarters is in New York). One must limit oneself (note 2: For these fundraising appeals) to the Yeshivah* Tomchei Temimim* and to the construction fund, as has been the case until now, or to the network (note 3: Of the schools Ohalei Yosef Yitzchak Lubavitch* in the Holy Land) and to the youth of the Chabad* association. But, for what concerns them and the manner of putting this appeal into practice, you must consult these institutions of the Holy Land, may it be restored and rebuilt.

B) When there is a fundraising appeal, the one who benefits from the collection cannot also be the person in charge of the project. As I specified in my previous letter, one must be prudent when there is a financial stake. One must then fulfill one's obligation also toward the creatures and not only toward Hashem.

More generally, I must recall what experience has proven: when one attaches oneself constantly to a new project, one derives nothing useful from it and one merely disperses oneself morally. At the present time, you are devoted to the collection for the construction and to the distribution of books published by Kehot* editions. There is therefore no reason to seek new activities. For, one of two things: either your effort has been in conformity with what it should be and structured, in which case you possess the channel of blessing and success in the domains of your activity, or your action must still be improved, in which case it will still be so if you adopt new activities. במענה למכתבו מי"ב חשון, וממהר הנני לענות עליו, מבלי לחכות על התור, מפני הנקודה שבו, דבר עריכת מגבית כסף - למטרה חדשה נוספת. והנה בהנוגע להנ"ל, שתי נקודות בדבר:

א) אין לעשות מגבית כסף באה"ק ת"ו בשביל מוסדות חב"ד שבחו"ל, בה בשעה שישנם כמה מעניני חב"ד באה"ק ת"ו הזקוקים ומוכרחים לכספים, ואין להם. שמהנ"ל מובן שאין לערוך שום מגבית בשביל המל"ח. ובאים בחשבון רק ישיבת תומכי תמימים וקרן הבנין, כמו עד עתה, או עניני הרשת וצעירי אגו"ח. אבל כמובן - שבזה עליו לבוא בדברים עם המוסדות שבאה"ק ת"ו - בכלל וע"ד אופני ההבאה בפועל.

ב) כל ענין מגבית כסף אי אפשר שמי שיה'י הגובה, הוא יהי' ג"כ העומד בראש.

וכמ"ש במכתבי הקודם, שבעניני כספים צריכים להיות זהיר יותר לצאת יד"ח כלפי הבריות, נוסף על - לצאת יד"ח כלפי המקום.

בכלל עלי להעיר- שהנסיון הראה במוחש, אז מען ווארפט זיך יעדער מאל צו א נייע ארבעט, אין זה תועלת לאיזה ענין שיהי', כי אם פזור הנפש. שעפי"ז מובן: כיון שכבר מתעסק בקרן הבנין והפצת ספרי קה"ת, אין לחפש דוקא ענינים חדשים. כי ממנ"פ: באם ישתדל כדבעי ובאופן מסודר, ישנו הצנור לברכה והצלחה, בהשטחים בם מתעסק. ובאם צריך שיפור באופני העבודה - ה"ז יחסר גם כן אפילו באם יבחר שטחים חדשים לעבודה...
