To the leaders of the youth of the Chabad* association,

grouping of Tel Aviv*,

may Hashem grant you long life,

I greet you and bless you,

I thank you for the good news you transmitted to me, the Chassidic* gathering held for the luminous day of 19 Kislev*, Rosh Hashanah* of the teaching of Chassidus* and of Chassidic* ways. May Hashem grant that you announce good news to me, always and every day, in the communal domains and in what concerns you personally, in an ever-increasing manner, as the days of Chanukah* indicate (note 2: Whose lights are kindled in ascending order), until reaching the great number, "This is the inauguration" (note 3: Expression designating the last day of Chanukah*, when the greatest number of candles are lit), as explained, at the end of chapter 4, in the Chassidic* discourse entitled: "Blessed be He Who performed miracles," of the Admur HaZaken* and the Tzemach Tzedek*, published in Brooklyn, in 5711 (note 4: 1951. See the Or HaTorah*, Chanukah*, volume 5, page 962a). With my blessing to give good news and to know immense success in all the domains of your sacred mission,

I have duly received the letters and the requests for blessing of 24 Tishrei* and 5 MarCheshvan*. You ask me about your program of action, in the future. It is clear that it is for you to determine it, as a function of the number of persons at your disposal. But, in any case, it will have to include the actions that have been conducted until now, that is to say, the publication of the Bitaon* (note 5: Bitaon Chabad*, organ of the youth of the Chabad* association), the campaigns of Pesach* and of Sukkos* (note 6: In order to disseminate the Mitzvos* of the festival), the organization of Chassidic* gatherings, the 19 Kislev*, the visits to other Yeshivos* and to villages, the dissemination in the press and on the radio. Indeed, you must consider what can be added to all of this (note 7: Without calling into question the existing activities).

Likewise, concrete action is necessary so that the financing of all these activities and of those you will add be finally secured. One must also ensure that the visits and the Chassidic* gatherings have a lasting follow-up, then act accordingly. For this, one should, for example, establish a Chassidus* class, correspond, or organize study gatherings in Chabad* schools.

במה ששואלים לתכנית פעולותיהם בעתיד - מובן שע"ז עליהם להחליט - מתאים לכחות האדם שברשותם, האפשריות בכלל וכו'.

אבל מובן ג"כ, שבכל אופן נכנסות בהתכנית הפעולות דע"ע (הו"ל דהבטאון, מבצע דחה"פ ודחה"ס, ארגון התועדויות, ביט"כ וכו', ביקורים בישיבות ובמושבים וכו', פרסום במכ"ע וברדיו וכו') -שהרי להוסיף באים.

כן מוכרח סו"ס לפעול ממשית לביסוס מצב הכספי כדרוש לכל פעולות אלו ושתתוספנה עליהן. כן מוכרחת ההתענינות - ופעולות בהתאם לתוצאותי' - שיהי' המשך וענינים של קיימא להביקורים, ההתועדויות וכו'- ע"י שיוקבע שיעור לימוד דא"ח, קישור במכ' כניסה ללמוד במוסדות חינוך חב"ד וכיו"ב.
