by my father-in-law, the Rebbe, leader of Israel, in our

Holy Land, may it be restored and rebuilt by

our righteous Moshiach*, may Hashem grant you long life,

I greet you and bless you,

A) After an interruption, I received your letter from the end of Cheshvan*, whose delivery was delayed, beyond the usual. You envisage the addition of housing units to Kfar Chabad*. You ask me whether you should build them on the remaining free land of the Kfar or on that which you hope to obtain subsequently, through your intervention. First of all, it is appropriate to determine whether such land is still available. I mean that one must take into account the general interests that are necessary for the development of the Kfar, in its current situation and, a fortiori, when it will be enlarged. It may involve communal needs or a place to make a garden. Of course, all of this cannot be at the edge of the Kfar, but must be located in its center. This is not the case, on the other hand, for housing units.

If, at the conclusion of this analysis, it turns out that free land still remains, one must, of course, build these dwellings there. Indeed, the current period is propitious for obtaining the appropriate aid from the various administrations, which will not be the case subsequently. Another point, which is essential: several Chassidic* families are seeking a dwelling place that suits them.

B) As for the construction of a Silo warehouse, this is indeed a good initiative, for it will surely serve the villages surrounding Kfar Chabad*, whose influence will thereby be increased. To this is added the creation of means of subsistence. More precisely, one must, of course, consult experts in this matter having, if possible, knowledge, at least in their broad outlines, of the plans of the relevant administrations for the development of the poultry farms of the Holy Land, may it be restored and rebuilt.

C) How to develop industry at Kfar Chabad*? The experience of the past has proven that one must be interested in that which occupies several families at once and gives them work. I mean that one must dismiss the two extremes — that which is reserved for a single person and that which groups together several dozen families, in which case coordination and collaboration are difficult. Among the branches, one must dismiss, as I have already written, those linked to Kashrus*. In the end, these lead to leniency in the Halachah*, then to further leniency, this is quite evident.

D) An exception must be made to paragraph C, that of the manufacture of Matzah Shemurah*. Until this day, I have been surprised by the lack of enthusiasm observed in this matter, whereas, for various reasons, one could have manufactured, with the greatest care, Matzah Shemurah* (note 1: See, on this subject, letter no. 8391) at Kfar Chabad*, in significant (note 2: The Rebbe underlines the word "significant") quantity. In this matter, there is no reason to fear leniency in the Halachah*, for, quite the contrary, one will be distinguished by the other extreme, by the best manner of applying it. Of course, my purpose is in no way to denigrate those who devoted themselves to this activity during previous years and even less to remove from them what is theirs by right. It is quite clear that they have priority. However...

לאחרי הפסק נתקבל מכתבם משילהי חשון, וגם הוא התארך בהילוכו יותר על הרגיל,

בו כותבים בנוגע להוספת יחידות דיור בכפר חב"ד, האם לבנותם בשטחים שנותרו עוד בכפר, או בשטחים שהתקוה שיוכלו לצרפם לשטח הכפר הקיים ע"י השתדלות וכו'.

לכל לראש צריך לברר האם יש שטחים בכפר, כוונתי - להביא בחשבון ענינים כללים הדרושים להתפתחות הכפר במצבו ההווה ועאכו"כ לכשיתרחב - בענינים צבורים או שטחים לגן וכיו"ב, שכמובן הנ"ל אין מקומם בשטחים נוספים בקצה הכפר כ"א בתוכו, משא"כ יחידות דיור.

באם גם לאחרי חשבון האמור יש שטחים פנוים, אזי כמובן יש לבנות דיורים האמורים בשטחים אלו, כיון שעתה שעת הכושר לקבל סיוע מתאים ממשרדים שונים, משא"כ לאחר זמן, ועוד ועיקר שהרי כמה משפחות אנ"ש שמחפשים מקום שיכון מתאים.

ב) בנוגע להקמת מחסן "סילה" - בכלל נכון הענין כיון שבדואי יספיק וישמש מחסן זה גם למושבות שבסביבות כפר חב"ד, שעי"ז יתוסף בהשפעת כפר חב"ד, נוסף על ענין הפרנסה שבדבר.

בפרטיות, כמובן יש לברר אצל המומחים במקצוע, ומה טוב היודעים

(עכ"פ - בהשערה) התכנית של משרדים המתאימים בנוגע להתפתחות הלול באה"ק ת"ו.

ג) אופן פיתוח התעשי' בכפר חב"ד - כפי שהראה הנסיון של העבר, כדאי להתענין באופני העשי' שעוסקים ומעסיקים משפחות אחדות, כוונתי לשלול שני הקצוות לזה של אחד ולא של עשיריות משפחות ביחד, שזה מקשה ביותר על ההתאמה, שיתוף פעולה וכו'.

מהענפים יש לשלול כמו שכתבתי מכבר, ענינים התלוים בכשרות, שמביא סו"ס לקולות וקולי קולות, וק"ל.

ד) יוצא מן הכלל (מסעיף ג' הנ"ל) הוא בנוגע לאפיית שמורה - אשר גם עד עתה תמיהני להרשלנות בזה, בה בשעה שמכמה טעמים, אפשר הי' לפתח אפיית שמורה בתכלית ההידור בכפר חב"ד בממדים נכרים , והרי אין בזה חשש לקולות וכיו"ב, כיון שהמיוחד בזה יהי' - הקו השני מהדרין מן המהדרין.

פשוט שאין כוונתי בזה להפחית חלקם של אלו שהתעסקו בזה בשנים שעברו, ועאכו"כ לא לקפח חלקם, ומובן שלהם דין קדימה בהנ"ל, אבל...
