By the grace of Hashem,

To the distinguished Chassid* who fears Hashem, devotes himself to

communal needs, has generous conduct,

is from an illustrious family, Rav Shneur Zalman (note 1: Zalman Shazar, who subsequently became president of Israel. See, regarding him, letter no. 8254),

I greet you and bless you,

The Hilloula* of my father-in-law, the Rebbe*, whose merit will protect us is approaching and you yourself have had the merit of being close to him, of receiving his blessings. I am therefore convinced that on this day, my father-in-law, the Rebbe*, will invoke the mercy of Hashem for you, among all those who are attached to him, so that there be fulfilled the blessings he accorded you, in all your needs. With my respects and my blessing to give good news,

I enclose a memorandum (note 2: This refers to the preceding letter) pertaining to a painful question, the situation of the new immigrants. If certain expressions therein seem somewhat incisive, you will attribute them to my great pain. In fact, "one does not hold a man accountable when he is in pain" (note 3: According to tractate Bava Basra* 16b). Given the importance of the problem and its acuity, I address this memorandum also to other persons (note 4: See, on this subject, letters no. 8383 and 8446), in the hope that they will exert an influence, in this matter.

בהיות ממשמש ובא יום ההילולא של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, ובאשר כ' זכה לקירובו ולברכותיו, בטוח אני אשר גם ביום ההילולא הזה יעורר כ"ק מו"ח אדמו"ר רחמים עליו בתוך כל המקושרים אליו שיתקיימו כל הברכות שנתברך מאתו ולכל המצטרך לו.

בכבוד ובברכה לבשו"ט.

מוסג"פ תזכיר בענין המכאיב הוא מצב העולים החדשים, ואם נפלו איזו בטויים שאולי חריפים קצת, הרי לגודל הצער, אין אדם נתפס על צערו.
