To the Rav, distinguished Chassid* who fears Hashem and devotes himself to
communal needs, Rav Menachem Zeev (note 1: Rav M. Z. Gringlass, of Montreal. See, regarding him, letters no. 7774 and 8562) HaLevi,
You write to me that such a person has ceased wearing the Tefillin* of Rabbeinu Tam*. I took note of this with pain and this sentiment is explained, in part, by your composure, when you write all of this to me. Now, you know that, according to various opinions (note 2: See, on this subject, the Likkutei Sichos*, volume 2, page 507, at note 39), there is by no means here merely a better application of the Mitzvah* (note 3: But rather an absolute obligation). How much more is this the case here, since he wore them for several years. But, your letter reached me after (note 4: The Rebbe* underlines the word: "after") I had met this person.
No doubt you will inform me of the positive developments, in this matter, after the return of those you mention.
