I bless you and greet you,

In the domains of the Torah* and the Mitzvos*, there does not exist a conclusion, in the proper sense of the term, this is quite evident, so that one can only speak of an interruption. For all that, this is not an end in itself, but only a means of renewing all that pertains to holiness, to the Torah* and to the Mitzvos*. And, this true reason for the interruption must appear evidently in the conclusion, in the manner of carrying it out. Such is, precisely, the content of this festival of Shavuos* and of the receiving of the Torah*. Indeed, it is quite clear that the Torah* is given and received each day of the year (note 1: See, on this subject, the Sefer HaSichos* 5751, volume 2, page 584). Despite this, during the festival of the giving of the Torah*, one receives fresh and renewed forces for all that concerns the Torah* and the Mitzvos* (note 2: See letter no. 8425).

Your celebration will take place a few days after Shavuos*, time of the giving of our Torah*. Consequently, I hope that the participants and the directors will bring with them the trace and the spirit of the festival of the receiving of the Torah*, in particular what connects it to education based on sacred values. Indeed, as our Sages, whose memory is a blessing, say, the holy Torah* could be given only when the children of Israel made the children their guarantors, attesting thereby that this Torah* would be guarded and respected. They therefore proclaimed that: "our children will be our guarantors" (note 3: The Rebbe* underlines the words: 'our children will be our guarantors,' 'full,' and 'sure').

When the children of Israel presented this guarantee and Hashem accepted it, it was clear that this was the right one and that it should be concretely so. In other words, the Jews have the full (note 3) and sure (note 3) capacity to put into practice, in their existence, the fact that: "our children will be our guarantors," thanks to a Torah* education based on sacred values. It suffices to desire it sincerely (note 4: See letter no. 8424). With my blessing of success, to give good news, in general and in a specific manner, as well as to receive the Torah* with joy and profoundly,
