By the grace of Hashem,

To the attention of the fund for birth, in our

Holy Land, may it be restored and rebuilt,

I greet you and bless you,

At the request of the Rebbe* Shlita*, we hereby acknowledge receipt of your letter of 30 Nissan*, announcing the creation of your important organization. Here are the terms of the response of the Rebbe* Shlita*. It is clear that such an initiative requires no specific approbation. Indeed, the first Injunction of the Creator of the world, Who directs it, is: "Be fruitful, multiply and fill the earth." Now, the Torah* (note 1: Of the same etymology as Hora'ah*, instruction), Torah* of life, delivers an instruction for daily life. Furthermore, the order in which the Torah* is stated is an integral part of it, according to the saying of the Admur HaZaken* (note 2: Likkutei Dibburim*, volume 4, page 746a. See also letter no. 77), author of the Tanya* and the Shulchan Aruch*. The importance of this Injunction is therefore underlined by the simple fact that it is the first of our holy Torah*.

If, at all times and in all places, this importance has been underlined and this Injunction has been a foundation of our holy Torah*, how much more is this the case in this generation and in our Holy Land, "toward which always are turned the eyes of Hashem, from the beginning of the year to the end of the year." My blessing is addressed to all those who devote themselves to this important accomplishment and may they therefore be blessed by Hashem. With my respects and my blessing,

בפקודת כ"ק אדמו"ר שליט"א הננו לאשר קבלת מכתבם מיום ל' בניסן על דבר יסוד ארגונם הנכבד, ואלו דברי המענה של כ"ק אדמו"ר שליט"א:

בודאי שענין כזה לא נצרך להסכמה מיוחדת, כיון שראשון לצוויי בורא העולם ומנהיגו ויוצר האדם הוא צווי פרו ורבו ומלאו את הארץ. והרי נוסף על זה שהתורה, תורת חיים, היא הוראה בחיי היום-יום, גם הסדר בתורה - תורה היא, כפתגם כ"ק רבינו הזקן בעל התניא והשו"ע. ולכן כבר מודגשת חשיבות הענין להיותו צווי ראשון בתורתנו הק'.

ואם בכל עת ובכל מקום מודגש הדבר ויסוד בתורתנו הק', על אחת כמה וכמה בדורנו זה ובארצנו הק', ארץ אשר עיני ה' אלקיך בה מראשית השנה ועד אחרית שנה.

ברכתי שלוחה לכל העוסקים במפעל נכבד זה ותבוא עליהם ברכת ה'.
