and devotes himself to communal needs,

I greet you and bless you,

You write to me regarding adopted children. If it is not certain (note 2: The Rebbe* underlines the word: "certain") that their mother is Jewish, a Rav must be consulted. The latter will determine whether it is necessary to convert these children and how they must be converted. Then, the Rav will endeavor to carry out this conversion. Indeed, these children are raised among the Jews and they will mingle with them in any event (note 3: Which justifies the most rapid conversion possible). Of course, their education must be based on the Torah* and the Mitzvos*.
