To the attention of Mr. Mordechai Namir,

mayor of Tel Aviv,

I greet you and bless you,

On the occasion of the new year, which arrives, for us and for all of Israel, for the good and for the blessing, I send you, by the present letter, my wishes for a good year, to yourself and to all your family, that you have a good and sweet year, both materially and spiritually.

I also take this opportunity to acknowledge receipt, with much delay and you will kindly excuse me, of the album of the city, which you were kind enough to send me through the intermediary of our mutual friend. I see in this a tribute that is rendered to the Chabad* project and to its accomplishments, which strengthens my hope that you will lend a hand to these activities of Chabad*, in Tel Aviv, in its region and in the entire country. Indeed, you exercise a significant influence, including outside your city and in the broadest circles.

We are in days of moral reckoning of the past and of preparation for the new year. I therefore express my hope that you will use the influence you exercise in your city, the most populated of all the Holy Land, so that its greatness be manifested also in the domains of the spirit, of holiness, of peace and of justice. In fact, our Torah*, Torah* of life, is essentially concerned with the concrete aspect of things and may Hashem therefore cause your positive influence to be exercised also in concrete action, unlike the conception according to which one can content oneself with the saying (note 1: In tractate Sanhedrin* 106b) that says: "Hashem desires the heart" (note 2: One can therefore content oneself with a good sentiment, without it necessarily being followed by a concrete effect). For, it is necessary to act all the more, as I have said, since your city is the largest in the entire country which is called the Holy Land and, according to the terms of our Torah*, Torah* of life, "toward which always are turned the eyes of Hashem, from the beginning of the year to the end of the year." The help of Hashem is therefore assured, in this matter. It allows one to obtain the blessing and the success, both quantitatively and qualitatively. With my respects, greeting all the elected members of the municipality and with my blessing that you be inscribed and sealed for a good year,

Of course, I know that you belong to a political party (note 3: The labor party), but it is clear that this in no way contradicts what is said above. Quite the contrary, this party is the majority in the Knesset*. It directs several domains and different enterprises. Now, we all, the children of Israel, have one same Torah*, without any distinction on the basis of political parties.

שלום וברכה!

לקראת השנה החדשה הבאה עלינו ועל כל ישראל לטובה ולברכה, הנני להביע בזה לכ' ולכל אשר לו ברכת השנה, לשנה טובה ומתוקה בגשם וברוח גם יחד.

בהזדמנות זו, אף כי באיחור זמן רב ואתו הסליחה, הנני מאשר קבלת האלבום מהעיר שהואיל לשלוח לי על ידי ידידו וידידי, שרואה אני בזה אות הוקרה לתכנית חב"ד ומפעלי', שזה ג"כ מחזק תקותי שכ' יהי' לעזר למפעלי חב"ד בתל אביבי וסביבותי' ובכל רחבי הארץ, שכן השפעתו ניכרת גם מחוץ לעירו ובחוגים רחבים.

ובעמדנו בימים אלו של חשבון בנוגע העבר והכנה לשנה החדשה, אביעה תקותי שינצל השפעתו בעירו הכי הגדולה באוכלוסין בארץ הקדש שתהי' גם הגדולה בעניני רוח וקדושה שלום וצדק. וכיון שתורתנו תורת חיים רובה עסוקה בענינים מעשיים, יהי רצון שהשפעתו הטובה תומשך במעשים בפועל, ודלא כהסיסמה רחמנא ליבא בעי ומספיק, אלא במעשה דוקא. ובפרט, כנ"ל, שהעיר היא הגדולה בארץ אשר ארץ הקדש יקרא לה, ובלשון תורתנו תורת חיים ארץ אשר עיני ה' אלקיך בה מראשית השנה ועד אחרית שנה, שזה מבטיח גם עזר מלמעלה לברכה והצלחה בכמות ובאיכות גם יחד.

מובן ופשוט שיודע אני שכ' הוא חבר מפלגה, אבל מובן ופשוט ג"כ שאין זה בסתירה לכתוב לעיל, אלא אדרבה, כיון שהיא המפלגה שיש לה רוב בכנסת והיא שלטת בכמה ענינים ומפעלים; ותורה אחת לכולנו, לכל בני ישראל, בלי הבדל מפלגה כלל.
