To Mr. Zalman Mishari, Kfar Azar,

I greet you and bless you,

I received, with pleasure, your letter of the 3rd of Kislev*, all the more so since several Chassidim* informed me of the help you have brought to Kfar Chabad* since its creation and during the entire course of its development. I was therefore convinced that you would continue in this direction and my hope was reinforced, upon receipt of your letter.

In all domains of good, we have been asked (note 1: In tractate Berachos* 28a) to "know elevation in the domain of holiness," advancing, adding. I therefore have good hope that the same will be the case for the help that is brought to Kfar Chabad* and that the Kfar, for its part, will go on expanding its influence and its light, in conformity with the profound objective of the activities of Chabad* in every place and especially in our Holy Land, may it be restored and rebuilt by our righteous Moshiach*.

I took note, with particular interest, of your proposals for the development of the Kfar and especially for the construction of the second Kfar Chabad* (note 2: See, in particular, on this subject, letter no. 7084). For some time already, I have been conducting the negotiation, in this matter, as you surely know, although, to my great (note 3: The Rebbe* underlines the words: "great" and "which may Hashem forbid") sorrow and for reasons independent of my will, all of this has been delayed until now. Moreover, according to my plan, which I developed more than two years ago, the moment would already have come to take an interest in the third Kfar Chabad*. And, I confess that making peace with oneself by saying that all is the effect of Divine Providence is for me even less than a half-consolation. I will say no more, so painful is this. However, I have not yet lost hope, on this subject, which may Hashem forbid.

Based on what you know of the conception and the conduct of the men of Chabad*, the following lines will surely not surprise you. I wish to express the hope that you use your influence, within the Histadrut* (note 4: The workers' confederation) and in every place where it extends to transmit the eternal values of the people of Israel, which are recorded in our holy Torah*, the Oral Law and the Written Law, transmitted by it. As our Sages underline, it is the act that is essential and not the theory. One must therefore put into practice the Mitzvos* of the Torah*, in an effective and daily manner. For, the assurance has been given to us that words emanating from the heart penetrate into the heart and act therein. With my respects and my blessing,

שלום וברכה!

נעם לי לקבל מכתבו מג' כסלו, ובפרט אחרי אשר כמה מאנ"ש סיפרו לי על דבר עזרתו לכפר חב"ד מאז הווסדו וכל משך ימי התפתחותו, שלכן הייתי בטוח שימשיך בקו זה ונתחזק בטחוני בקבלי מכתבו.

תקותי שככל עניני טוב וקדושה שנצטוינו להעלות בקדש ובאופן דמוסיף והולך כן יהי' העזר לכפר חב"ד והכפר מצדו ילך הלוך והוסיף בשפע אורו בהתאם לנקודה הפנימית בפעולות חב"ד בכל מקום, ובפרט בארצנו הקדושה תבנה ותכונן על ידי משיח צדקנו.

בהתענינות מיוחדה קראתי הצעותיו בנוגע התפתחות הכפר ובעיקר על דבר הקמת כפר חב"ד שני, וזה מכמה זמן שהנני מנהל משא ומתן בענין זה, ובטח גם לכבודו ידוע הענין, אף שלצערי הרב מפני סיבות שאינן תלויות בי מתעכב הדבר עד עתה. ובפרט שלפי תכניתי שהצעתי עוד מלפני שנתים ויותר כבר הי' מגיע הזמן להתענין על דבר כפר חב"ד שלישי. ואפילו התנחומין שהכל בהשגחה פרטית וכו' אודה ולא אבוש שבשבילי הן פחות מ"חצי נחמה", ולא אאריך בדבר המצער. אבל עוד לא אבדה, ח"ו , תקותי בזה.

על פי הידוע לכ' משיטת והנהגת אנשי חב"ד בטח לא יפתיעו אותו שורותי דלהלן, והיא הבעת תקוה שמנצל השפעתו בתוככי ההסתדרות ובכל מקום שידו מגעת להחדרת ערכי עם ישראל הנצחיים הכתובים ומסורים בתורתנו הק' שבכתב ושבעל פה, ועל פי הוראת חכמינו ז"ל לא המדרש עיקר אלא המעשה, קיום מצוות התורה בפועל ממש בחיי היום-יום, והרי הובטחנו דברים היוצאים מן הלב נכנסים אל הלב ופועלים פעולתם.
