By the grace of Hashem,

To the attention of the Rav, great scholar, distinguished and pleasant

Chassid* who fears Hashem, has great wisdom, is descended

from an illustrious family, a dynamic man, of multiple

accomplishments, performing good deeds, our master

the Rav Raphael Baruch, leader of the holy community

of Meknes, whose influence extends over the entire country (note 1: Rav R. B. Toledano, Rav of Meknes, Morocco. See, regarding him, letter no. 5912),

I greet you broadly and bless you abundantly,

After a particularly long interruption, I have duly received your precious letter and I have thus learned that you are, for the time being, in England. I am compelled to express my pain to you, and you will please excuse me, upon noting that you have left your flock of Meknes and of the entire country. It seems that you did so because of your age, and may Hashem grant you long, good, and pleasant days and years. Moreover, even if it is true that you do not hold official functions, it is absolutely certain that there exist different means of strengthening the Torah* and the Mitzvos*, including for one who has no formal responsibilities. Now, given the situation prevailing in your city and in your country, and who knows it better than you, your influence there is particularly decisive.

Of course, my intention is not to complain about the past, contrary to the teaching of our Sages* (note 2: In tractate Berachos* 54a, according to which: "it is useless to complain about the past"). But, despite everything, perhaps there is a possibility that you return to your city and to your country, in a manner that is fitting and satisfactory, that you influence the other Sephardic* Rabbanim* of Morocco so that they be vigilant, that they seek the good of their brothers and that they shepherd their flock, several tens of thousands of Jews, may Hashem multiply them, residing in those regions. It is necessary, indeed, to preserve them, to ensure their sacred protection, to lead them to peaceful waters, the living waters of the Torah* of life and its Mitzvos*, of which it is said: "One shall live by them."

It is in these days of deliverance, the 12th and 13th of Tammuz*, that my father-in-law, the Rebbe*, chief of Yisrael*, was liberated from his imprisonment, after having given of his own person to lead the battle of Hashem, with His armies. You surely know the history of this period, which is commemorated and relived. May Hashem therefore cause that each one of us make use of the strengths and the possibilities that are granted to us from above in order to disseminate the Torah* and the Tradition, into daily existence, advancing, adding, and illuminating. The merit of that which is public will come to your aid. With my respects and my blessing for a great success, as well as to give me good news,

שלום רב וברכה מרובה!

לאחרי ההפסק הכי ארוך הגיעתני יקרת אגרתו ונודעתי ממנה אשר לעת עתה נמצא במדינת אנגליא.

ואחרי בקשת סליחתו רבה, מוכרחני להביע צערי על שהעתיק כהדר"ג מצאן מרעיתו בעירו מקנאס והמדינה, אשר אף שכפי השמועה, מפני גילו - יאריך השי"ת ימיו ושנותיו בטוב ובנעימים - אפשר שאין משרה רשמית על שכמו אבל הרי בודאי ובודאי כמה דרכים הם לחיזוק התורה והמצוה גם בלי משרה רשמית. וכפי המצב בעירו ובמדינתו, ומי כמוהו מכיר במצב יותר, הרי השפעת כהדר"ג שם נחוצה ביותר וביותר.

מובן וגם פשוט שאין כוונתי לצעוק על העבר נגד מאמר רבותינו ז"ל, אבל כולי האי ואולי יש אפשריות לחזור לעירו ולמדינתו באופן המתאים וטוב, ולהשפיע גם על שאר הרבנים הספרדים במרוקו לעמוד על המשמר לראות בשלום אחיהם ולרעות צאן מרעיתם, עשיריות ועשיריות אלפים, כ"י, הדרים במדינות ההן, הצריכים משמרת ומשמרת למשמרת הקדש, לנהלם על מיין נייחין, מים חיים דתורת חיים ומצותי' עליהן נאמר וחי בהם.

ובימים אלו ימי הגאולה דיב-יג תמוז בהם נגאל כ"ק מו"ח אדמו"ר נשיא ישראל ממאסרו על אשר חרף נפשו במערכות ה' וצבאותיו, כידוע לכת"ר פרשת הימים האלה הנזכרים ונעשים, יהי רצון אשר כל אחד ואחד מאתנו ינצל כל הכוחות והאפשריות שניתנו מלמעלה להפצת התורה והמסורה ועד לחיי היום-יום באופן דמוסיף והולך מוסיף ואור, וזכות הרבים מסייעתו.
