To the distinguished Chassid, who fears Hashem,

Rav Aharon HaKohen[1],

Greetings and blessings,

Your brother, our friend, distinguished Chassid who fears Hashem and faithfully discharges his task, Rav Yaakov HaKohen[2], sent us your check, made out for the sum of one hundred dollars, the distribution of which you entrusted to me. I therefore divided it into four parts: Maamad*[3], the action in North Africa, confidential action, and Merkos L'Inyonei Chinuch*. The receipts are enclosed with this letter.

Concerning Maamad*, Merkos L'Inyonei Chinuch*, and the confidential actions, I will not elaborate, for you surely know what is involved. I will rather expand on the most recent area of our activity, that which is taking place in North Africa, of which you will surely take note with pleasure.

A few months before his passing, my father-in-law, the Rebbe, evoking the work of Merkos L'Inyonei Chinuch* through the intermediary of the refugee aid bureau in Europe[4], said to me: "There is, baruch Hashem*, in North Africa, an important Jewish community, with many children. Poverty there reaches, unfortunately, alarming proportions. As a result, they find themselves, for the most part, unable to receive a proper chinuch*, although their fear of Hashem is irreproachable. One must therefore engage in action there, all the more so since the cost of living there is relatively modest, that a slight investment makes it possible to accomplish great things. And whoever saves a Jewish neshama* is considered as if he had saved the entire world."

In accordance with the instructions of my father-in-law, the Rebbe, we immediately assessed the situation in North Africa. We delegated on site, at the beginning of the summer, one of our representatives, who was able to draw up this assessment.

In the middle of the summer, our delegate settled there, and the work began, after the necessary preparation, so that each country could have at its disposal the educational mosdos* suitable for it. He is still on site and directs these schools.

Obviously, the financial needs considerably limit the accomplishments. It is painful to think about. Indeed, a few more dollars would have enabled us to achieve immense accomplishments. Thus, the chinuch* of one child at a yeshiva* costs between eight and nine dollars per month, and at a Talmud Torah*, between one dollar and one and a half dollars. This includes the teacher's salary, lodging expenses, and one or two daily meals.

Despite our lack of means and in the spirit of the instructions of my father-in-law, the Rebbe, we have contracted several loans. As you know, we already have there a teachers' training seminary, which recruits among the local Jews so that the children should have no language problem; an upper yeshiva*; a yeshiva* for the younger ones; a Talmud Torah* for little boys; another for little girls; evening classes for those who have a profession or another occupation during the day. And we are currently conducting negotiations to constitute a network of Talmudei Torah in twenty or thirty cities.

All the mosdos* we have founded and will yet found, with the help of Hashem, bear the generic name of Ohalei Yosef Yitzchak Lubavitch. At every step, one can, baruch Hashem*, observe the success of these accomplishments, the way in which my father-in-law directs them, even at the present time.

We will all share the great merit of taking part in this work, and we will, with the help of Hashem, carry out the mission entrusted to us.

I hope that, with you, all is well. Please greet for me Mr. Yitzchak Shpalter. I answered his letter some time ago[5]. You will also greet your shochet*, Mr. Rivkin.

אחיו ידידנו הוו״ח אי״א נו״נ משאו ומתנו באמונה וכו׳ מו״ה יעקב

שי׳ הכהן שלח לנו את ההמחאה שלו ]הנמען[ על סך $100ששלח ]הנמען[ על

דעתי ,וחילקתי את זה לארבעה חלקים :מעמד ,עבודה באפריקה ,לשכת

חשאים ומרכז לעניני חינוך ,ואת הקבלות יקבל עם מכתב זה.

בנוגע למעמד ,מרכז לעניני חינוך ולשכת חשאים אחסוך את הכתיבה

אליו ,כי ודאי יש לו היכרות עם עבודה זו .רצוני להתעכב כאן על התחום

החדש של עבודתנו באפריקה ,שבודאי ישמח אותו להכירה.

שבועות אחדים לפני הסתלקות כ״ק מו״ח אדמו״ר הכ״מ ,בשעה

שנזדמן לדבר אודות עבודת מרכז לעניני חינוך ע״י לשכת הפליטים

באירופה ,אמר לי כ״ק מו״ח אדמו״ר :כיון שבצפון אפריקה נמצא בלי עין

הרע קיבוץ גדול של יהודים ,עם הרבה ילדים וילדות כן ירבו ,וכיון שהעניות

שם ל״ע גדולה מאד ,לכן נראה לי ,שחלקם הגדול אינו יכול לקבל חינוך,

למרות שהם כולם יראי-שמים בתכלית -יש להתחיל לעבוד שם .בפרט

שהמחי׳ שם היא בזול יחסית ובכסף מועט אפשר לפעול דברים גדולים,

במיוחד שכל המקיים נפש אחת מישראל כאילו קיים עולם מלא.

על יסוד הוראות כ״ק מו״ח אדמו״ר הכ״מ התחילו מיד לחקור את

המצב בצפון אפריקה .בתחילת הקיץ שלחנו לשם נציג שלנו שיערוך היכרות

אישית עם המצב על אתר .באמצע הקיץ נסע לשם נציגנו והתחילה עבודתנו

להכשיר את הקרקע ,לארגן מוסדות חינוך שיהיו מתאימים לאותה מדינה,

וכדומה .הנציג שלנו עדיין נמצא שם ומנהל את העבודה בקביעות.

כמובן ,העבודה מתעכבת מאד בגלל המחסור בכסף ,והלב כואב עוד

יותר ,כאשר מתבוננים שעם ]עוד[ כמה דולרים הי׳ אפשר לפעול הרבה

יותר .למשל ,החינוך של ילד אחד במשך חודש עולה בערך שמונה עד תשע

דולר בישיבה ,דולר עד דולר וחצי בתלמוד תורה .בזה נכללות הוצאות של

מלמד ,שכר דירה ,וארוחות פעם אחת או שתיים ביום.

אך מבלי הבט על המחסור בכסף ,ומתוך זכירת ההוראות של כ״ק

מו״ח אדמו״ר הכ״מ ,לוינו הלוואות שונות ,וכידוע ,כבר יש לנו שם בית

מדרש למורים )להכין מלמדים ,מילידי המקום ,כדי שלילדים לא יהיו

קשיים עם השפה(; ישיבה גדולה; ישיבה קטנה; תלמוד תורה לבנים;

תלמוד תורה לבנות; שיעורי ערב לבעלי-מלאכה ועובדים שעסוקים ביום.

וכן מנהלים שם מגעים על פתיחת רשת תלמודי-תורה ב 20-עד 30ערים.

כל המוסדות שיסדנו שם ,ושעוד נייסד בעזר השי״ת נושאים את השם

הכללי ״אהלי יוסף יצחק ליוגאוויטש״ ,ורואים על כל צעד ושעל איך

העבודה מצליחה ב״ה ואיך הרבי כ״ק מו״ח אדמו״ר הכ״מ מנהל זאת גם

עתה .בטח כולנו נהנה מהזכות הגדולה של השתתפות בעבודה ונמלא את

חובתנו בעזר השי״ת.
