Peace and blessing!
I hereby acknowledge with thanks receipt of his letter of 5 Tishrei. And although the time does not permit — on the eve of the festival days — to elaborate in letters, nevertheless I do not wish to delay the response until after the festival. And particularly regarding the matter itself, elaboration to one such as him is surely unnecessary.
Let me only emphasize once more the point we touched upon in our conversation, namely: if each one of us, within the Jewish people, would approach the issues on the order of the day with a limited reckoning, with precise calculation of what is possible and what is within one's capability, etc. — there is room to say that the Land of Israel would still be under the [British] Mandate and the like, and the writer of the letter and the recipient of the letter — [would be] in some remote corner in Europe, or, G-d forbid, even worse than that.
However, as they describe your activities in the Teachers' Histadrut in the Holy Land, you do not at all take care "Heaven forfend" not to step outside the framework of the secretariat; rather, you take into account what is needed — and not so much what is possible according to a mathematical calculation.
And regarding what he writes about the limited function of the chairman of the World Histadrut — surely I will not be saying anything new if I express my opinion that if an appeal from you — and specifically as chairman of the World Histadrut — were to be publicized, addressed to all the chinuch* activists and the teachers at their head, [declaring] that the time has come to acknowledge the bitter reality regarding the disappointments of education, etc. (about which you write in your letter), and together with this, the imperative to proclaim faith in the Living Hashem Who watches over our world and commands moral and just and upright [conduct], etc. — and to do this with courage and with a full mouth, in the style of the Shulchan Aruch at its opening: "not to be embarrassed in the face of the mockers" — then there would be in this not only an effect akin to an atomic bomb in the widest circles, but also, surely, far-reaching positive consequences. And in the language of the verse: "And who knows if it was for a time such as this that you attained royalty."
It is implanted in the will of every person to do something extraordinary, and like every matter of nature, certainly this power too must be utilized in a positive and constructive manner. And although I am not familiar with the activities and conduct of the chairmen of the World Histadrut who preceded him, but an appeal along the lines mentioned is a word in its time; there has not been a better opportunity nor a more apt hour than in this generation of ours — a generation of great disappointments and together with this a great thirst for truth, except that large portions of our generation do not know where to seek the truth, to the point that they stand on the threshold of despair in this.
Based on my impressions from my meetings with representatives of various and varied circles, my near-certain conjecture is that there will be the greatest and most pleasant surprise from the echo the aforementioned appeal will find, if it is expressed with certainty and with "a great voice and no more." And if only you would utilize this unique and special opportunity.

As for what you write regarding the teachers of the Chabad schools and their joining the Teachers' Histadrut — the only directive they received from me regarding their activities is solely to guard themselves from any partisan matter, and not to enter into organizations that have a partisan character.
I am not very familiar with the character of the Histadrut you write about; but if the aforementioned concern does not apply to it, then the directive mentioned also does not apply to it. On the other hand, if it does indeed have a partisan character, my hope is that you too, despite being personally involved, do not wish to divert the conduct of Chabad people — as Chabad people — from the path they have walked for the past two hundred years, which is among the most important causes for the success of their activities in many areas, and particularly in the area of chinuch.

שלום וברכה!
הנני לאשר בתודה קבלת מכתבו מיום ה' תשרי. ואף שאין הזמן גרמא ערב ימי החג להאריך במכתבים, בכל זה אין רצוני לאחר המענה עד לאחרי החג. ובפרט אשר בהנוגע לענין עצמו האריכות לדכוותי' בודאי למותר.
ורק אדגיש עוד הפעם הנקודה בה נגענו בשיחתנו, והיא, שאם הי' כל אחד מאתנו, בתוככי כלל ישראל, ניגש להבעיות העומדות על סדר היום מתוך חשבון מצומצם ומתוך דיוק מהו האפשרי ומה ביכולת וכו', יש מקום לומר שארץ ישראל עדין היתה נמצאת תחת המאנדאט וכיו"ב, וכותב המכתב ומקבל המכתב - באיזו פינה נדחת באירופה או עוד יותר גרוע מזה ר"ל.
ברם, כמו שמתארים פעולות כ' בהסתדרות המורים באה"ק ת"ו, אין הוא מדייק כלל שלא לצאת "ח"ו" ממסגרת המזכירות, כי אם מתחשב עם הדרוש ולא כל כך עם האפשרי על פי חשבון מאטימאטי.
ולכתבו על דבר תפקידו המצומצם של יושב ראש ההסתדרות העולמית, בודאי לא אחדש דבר באם אביע דעתי אשר אילו היתה מתפרסמת פני' של מר, ודוקא בתור יו"ר ההסתדרות העולמית, לכל עסקני החינוך ולהמורים בראשם, אשר באה העת להודות על המציאות המרה בנוגע לאכזבות החינוך וכו' (אודותם כותב במכתבו), וביחד עם זה ההכרח להכריז על האמונה בא-ל חי המשגיח על עולמנו ומצווה על המוסר והצדק והיושר וכו' ולעשות זה באומץ לב ובפה מלא, ועל פי סגנון השלחן ערוך בתחילתו לא ליבוש מפני המלעיגים - הרי הי' בזה לא רק רושם מעין פצצה אטומית בחוגים הכי רחבים, אלא שבודאי היו לזה גם תוצאות חיוביות מרחיקות לכת. ובסגנון הכתוב - ומי יודע אם לעת כזאת הגעת למלכות.
הוטבע ברצון כל אדם לעשות משהו יוצא מן הכלל, וככל ענין שבטבע בודאי שיש לנצל גם כוח זה באופן חיובי וקונסטרוקטיבי. ואף על פי שאיני בקי בפעולות והתנהגות יושבי ראש ההסתדרות העולמית שקדמוהו, אבל פני' מעין האמורה היא דבר בעתו, שלא היתה הזדמנות יפה יותר ושעה מוכשרת יותר מאשר בדורנו זה רב האכזבות ויחד עם זה רב הצמאון לאמת, אלא שחלקים גדולים מבני דורנו אינם יודעים איפה לחפש האמת ועד שעומדים על סף היאוש בזה.
ומיוסד על הרושמים שלי מפגישותי עם באי כח חוגים שונים ומשונים, השערתי קרובה לודאי אצלי שתהי' הפתעה הכי גדולה ונעימה מההד אשר תמצא פני' האמורה, באם תתבטא בודאות ו"בקול גדול ולא יסף". והלואי שינצל כ' הזדמנות יחידה ומיוחדה זו.

לכתבו אודות מורי בתי ספר חב"ד והצטרפותם להסתדרות המורים, הנה ההוראה היחידה שקבלו ממני בנוגע פעולותיהם הוא אך ורק להזהר מכל ענין מפלגתי, ולא להכנס לארגונים אשר אופי מפלגתי להם.
אינני בקי כל כך באופי ההסתדרות אודותה כותב, אבל באם חשש הנ"ל לא שייך לה, הרי גם הוראה האמורה אינה חלה עלי'. לאידך גיסא, באם כן יש לה אופי מפלגתי, תקותי אשר גם כ', למרות היותו נוגע בדבר, אינו רוצה להטות הנהגת אנשי חב"ד בתור אנשי חב"ד מהדרך בה הולכים זה מאתים שנה, ואשר היא מהגורמים הכי חשובים להצלחת פעולותיהם בכמה וכמה שטחים וביחוד בשטח החינוך.
