In response to his notice regarding his birthday:
Surely he conducted himself according to the custom of Anash* in recent times on the day of the birthday. And may it be the Will, from Hashem, that it be a year of success for him in the study of Torah and the fulfillment of the mitzvos with hiddur*.
With blessing for Torah study in fear of Heaven and for great success in his work in chinuch* al taharas hakodesh and in spreading the wellsprings.

In response to his question — to study the laws of tefillin* until he is fluent in the necessary laws that pertain to them. And since he has repeated [the incident], as he writes — he should add to the above: [studying] the commandment of tefillin (in Sefer HaMitzvos of the Tzemach Tzedek), or Sha'ar HaTefillin in the Siddur.
Regarding the incident he writes about, see the Responsa of the Tzemach Tzedek, Shaar HaMiluim, vol. 2. And he should be more careful in the Chitas* shiurim and in giving tzedakah before the morning prayer on weekdays. And Hashem will grant him success.

במענה על הודעתו אודות יום הולדת שלו,
בודאי נהג במנהג אנ"ש בזמן האחרון ביום ההולדת. ויה"ר מהשי"ת שתהי' שנת הצלחה אצלו בלימוד התורה וקיום המצות בהידור.
בברכה לתלמוד תורה ביראת שמים ולהצלחה רבה במלאכתו בחינוך עטה"ק ובהפצת המעינות.

במענה לשאלתו - לימוד הל' תפלין עד שיהי' בקי בהל' הצריכות אשר בהם. וכיון שנכפל ככותבו - יוסיף על הנ"ל: מצות תפלין (בסהמ"צ להצ"צ), או שער התפלין שבסידור.
להמאורע שכותבו עיין שו"ת הצ"צ שער המילואים ח"ב. וידייק יותר בשיעורי חת"ת ובנתינה לצדקה לפני התפלה בבוקר דימות החול. וה' יצליחו.
