Greetings and blessing,
I was pleased to learn of the marriage of your daughter to Rav... I would like to extend my blessings of Mazal Tov*, Mazal Tov, that this union take place at an auspicious and fruitful time, and that they build a home based on Torah and mitzvos*, as Chassidus* presents them.
I also thank you for conveying to me the good news of your grandson's third-birthday celebration. Enclosed you will find an excerpt from a letter of the Frierdiker Rebbe* dealing with the Jewish custom of cutting a child's hair at this age (upsherenish*).
May Hashem grant that you always inform me of good news—about yourself, the members of your family, and your accomplishments in general.

The Pri Etz Chaim*[1] compares the hair to tzitzis*, as does the Likkutei Torah* on Parshas Shelach, p. 47a. You will also consult Rashi's commentary on the verse (Shelach 15:38)[2]: "By the locks of my head."
The verse also establishes a connection between tzitzis and the marriage celebrated in holiness and purity. It says, in fact, "you shall see them... and you shall not stray..." You will also consult Menachos 44a[3]: "With his four tzitzis... his transaction is acquired."
