I greet you and bless you,

I have duly received your letter and may Hashem bring about that you give me good tidings of its contents.[1] This year is complete, having a second Adar*,[2] and moreover it is whole, its months of Cheshvan* and Kislev* each having thirty days.[3] This wholeness and completeness must therefore manifest themselves in all that concerns this year, materially and spiritually, for the community as for the individual.

Moreover, this Rosh Hashana* was followed, without interruption, by Shabbat* — both outside Eretz Yisrael* and in the Holy Land, where this holiday is also celebrated for two days. This was already the case when the new month was proclaimed following the testimony of witnesses,[4] for Jews of the diaspora and for the majority of them who were in Eretz Yisrael. Very often it was likewise in the city of Jerusalem*.[5]

Sadness is absent from Shabbat*[6] and it does not call for man's effort.[7] On the contrary, it is said[8] in its regard that "Hashem's blessing confers wealth."[9] It is therefore Hashem Who introduces pleasure into it — both physical and moral.[10] With my blessing,

As regards[11] the commemorations held in cities, one can ask in general terms,[12] what manner of consideration they deserve, taking as reference what is said in our books. Indeed, what form should they take and what is their content in concrete terms?[12] Most of those known to me, with their many speeches, are, in my humble opinion, to be viewed unfavorably.

The Yerushalmi*, tractate Eruvin*, chapter 3, paragraph 9, affirms that the early prophets instituted these two days, and the Tosefta*, in tractate Rosh Hashana, chapter 1, paragraph 10, specifies that this was also the case in the time of Moshe*."

ובשנה זו, שהיא תמימה (להביא את חדש העבור) וחדשי' שלימים (חשון וכסלו מלאים) - תהי' התמימות והשלימות בכל עניני השנה, הגשמים והרוחנים, הכללים והפרטים,

ובפרט אשר תיכף לראש השנה

- הן בחו"ל והן באהקת"ו, שגם שם ר"ה שני ימים, ואפילו בזמן שהיו קובעין על פי הראי' (לבנ"י אשר בגולה ולרוב בני ארץ ישראל, ולפעמים רבות - אפילו בירושלים עצמה) -

הוא יום שבת קדש, אשר אין עצב עמה , ופרש שבתכם לא קאמר, ואדרבה - עליו נאמר ברכת ה' היא תעשיר ומענגין אותו - מלמעלה ולמטה - עונג גשמי ועונג רוחני גם יחד.
