To the distinguished Chassid* who fears Hashem, Rav Moshe[1],
I greet and bless you,
I am replying to your letter of this Thursday[2]. At an auspicious moment, your name will be mentioned at the holy tomb of my father-in-law, the Rebbe*, may his merit protect us, so that your request may be answered in a good and complete manner.
Regarding your letter, I will comment as follows: The matter you describe requires careful attention. You should consult with a Rav* who rules on Halacha* and who is familiar with the local circumstances, as the decision must be made on the basis of the actual situation on the ground.
Furthermore, in the matter of strengthening Torah* and Mitzvot* in your community, I encourage you to act with energy and perseverance. The merit of the many protects the individual, and there is no doubt that great assistance from Above is given to those who engage in the dissemination of Torah and Chassidut* for the public.

ולכתבו אודות יסוד חברת תהלים. - אינו מובן הספק בדבר, שהרי מאז ומתמיד, נפוצות הי' בכל מקום מושב בנ"י, חברת תהלים (ומגידי שיעור משניות) לאחר התפלה, ורק בדורנו הוגרע מספר הנוהגים כנ"ל עד שהתחילה ההשתדלות הידועה מכ"ק מו"ח אדמו"ר נשיא ישראל בהאמור (זה כמה עשיריות בשנים), השתדלות שכוללת גם כן פני' לכל אחד, לחדש תקנת ישראל סבא זו, וק"ל.
ומהנכון אשר יבדקו את התפילין שלו - באם לא נבדקו בשנים עשר חדש האחרונים.
