Essential[1] point[2]: has this[3] been transmitted outside the city and the country? If this has not been the case, perhaps there is still time to telephone these places so that the dissemination may be carried out during the Shabbat* that blesses the month[2], Chanukah*, Rosh Chodesh*, and Ve-Zot Chanukah*[4].

Those who commit to acting in this area in the coming days with increased fervor will send me their names, which I will mention — without making it a vow — near the resting place[5], on the fifth day of Chanukah*.

[1] This letter, relating to the Tefillin* campaign, was printed in Itkasherut*, no. 18, of 22 Kislev 5755, p. 10. At the time, it was disseminated accompanied by the following message from the Chabad youth center: "Eve of the holy Shabbat* Parshat Mikeitz*, third day of Chanukah*, 27 Kislev 5728. The above instruction regarding the Tefillin* campaign was given on this day by the Rebbe* Shlita*. It was communicated on this Friday by telephone and by telegrams sent to all cities in the world where Chassidim* are established. All Chassidim* and Yeshiva* students are asked to make known and disseminate the Rebbe*'s words in every place they can reach. Each person will emphasize the importance of the Tefillin* campaign to the fullest extent of his means and beyond..."

אלה שיקחו ע"ע לפעול בזה בימים אלה בתוס' מרץ – השמות ואזכירם, בל"נ, עה"צ ביום ה' דחנוכה וכו'.
