To Madame Yocheved Wolf Reich(1),

I bless and greet you,

I have duly received your letter from the fast of the fifth month(2), which will soon be transformed into joy and celebration. In it you refer to the need to create a school for children with disabilities, in which they will receive an education based on Torah* and Mitzvot*, following up on your previous letter which you sent me some time ago.

It seems to me that at the time, I shared my thoughts on this matter with you. Nevertheless, I will reiterate my position here. The situation in our Holy Land, may it be restored and rebuilt, is such that for a project like this to be realized in an effective and positive manner, it is essential to place it under the aegis of an organization that already has a structure — in particular for fundraising. In many cases, especially this one, which will require the involvement of the ministries of social affairs and education, members of political parties will also take an interest.

I also enclose a press clipping reporting on the establishment of such a school and mentioning those who participate and are active in this endeavor. This confirms my analysis set out above. Nevertheless, you are on the ground and are therefore better placed to verify the various aspects of this. And the procedure followed by those who took the initiative for the institution described in this press clipping may perhaps serve as a model enabling you to successfully carry out the project about which you write to me.

It is clear that no one needs an explanation of the value and importance of what is at stake. However, due to our many failings, this does not yet suffice for such a project to be put into practice — this is self-evident. With my blessing for success in your actions for education based on sacred values, and to give me good news on this subject,

הנני לאשר קבלת מכתבה מצום החמישי – יהפך בקרוב לששון ולשמחה – בו כותב[ת] על דבר הצורך בהקמת מוסד לילדים מפגרים בו יחונכו על פי התורה והמצוה וכולי, בהמשך למכתבה הקודם בזה מכבר.

וכמדומה לי עניתי לה גם אז דעתי בזה, ובכל אופן אכפול כאן, אשר המציאות באה"ק ת"ו היא שדורשת שבכדי שמפעל כהאמור יבוא בפועל ובאופן מועיל וטוב, מוכרח שיוצמד לאירגון אשר מנגנון לו מן המוכן, בפרט בנוגע למגבית כספים, ובמקרים רבים ובפרט בכיוצא בזה שיזדקק למשרד הסעד ומשרד החינוך וכו' וכו', שיתענינו בזה גם אנשי מפלגה המתאימים.

ומצו"ב ג"כ קטע ממכ"ע בו מדובר ע"ד הקמת מוסד מעין האמור ומי המשתתפים ופועלים בזה, וכולי, שגם זה מחזק השערתי דלעיל.

ובודאי אשר כיון שנמצאת על אתר יכולה לברר יותר פרטים בזה. ואפשר שהדרך שהשתמשו בה יוזמי המוסד המובא במכ"ע הנ"ל יכול לשמש גם להגשמת המפעל אודותיו כותבת.

ואשר לגודל ערך הענין וחשיבותו מובן שאין אדם צריך ביאור בזה, אלא שבעונותינו הרבים אין זה מספיק להביא הדבר לפועל, וק"ל.

בברכה להצלחה בפעולותי' בחינוך על טהרת הקדש ולבשורות טובות בזה.
